Naga-Vigil, which is based in Britain is monitoring human rights violations in India. India held two British citizens, David Ward and Steve Hillman of Naga-Vigil on charges of subversion. The influx is a result of a crackdown by Burmese troops on militants of the NSCN which has bases in Myanmar's border areas. India has formally protested to Rangoon about the influx of refugees on its northeastern border and has told the Burmese government to take them back. Over one thousand Burmese Naga tribals have fled to India over the last two weeks following a military crackdown on ethnic minorities in Myanmar. Naga tribal guerrillas killed five paramilitary policemen and wounded four others when they ambushed their convoy traveling from Manipur's capital Imphal to the town of Leimatak (presumably in Nagaland).

The NSCN-IM is likely to use this failed military operation, which has triggered emotional outburst of the Naga community, to either postpone the deal or compel other groups to speak up against the Union government. The Naga National Political Groups (NNPG) and other actions have been in favour of the deal. So far, the only obstacle in the signing of Naga Peace Accord has been the NSCN-IM.
